The Investigation Committee of Russia in the Bryansk region began checking on the fact of poor-quality medical care for a four-year-old child who, as a result, almost died from exhaustion. About this RT told the press service of the department.
According to investigators, on August 4, 2017, the child fell out of the window of the second floor and received an open head injury, after which he was treated in various medical institutions of the region.
“In January 2019, he was transferred to the“ Dubrovsky orphanage for mentally retarded children. ” The child has a shortage of body weight, the state of the underlying disease remains difficult, ”said RT Effective Senior Assistant Manager for Media Relations Alexander Emelyanov, told RT.
He noted that during the pre-investigation check the quality of the medical care provided to the child will be assessed. The audit will be made a procedural decision.
Also, the regional prosecutor's office began its verification of this case.
The press service of the agency told RT that since 2017 the child was in the Karachevsky specialized children's home. Then he was transferred to the Dubrovsky orphanage for mentally retarded children.
“During his stay in the institution, the child suffered from chicken pox and was in the Bryansk city hospital №1. After returning to the institution, the boy contracted pneumonia and was hospitalized in the Bryansk Children's Regional Hospital. The audit will cover all institutions where the child was located, ”the prosecutor's office reported.

"Preferred to put a cross"
Earlier on her Facebook page about Sasha, Anna Kuznetsova, Commissioner under the President of Russia for the Rights of the Child, told about the rights of the child.
“The boy was born completely healthy, but trouble happened, he fell from a height. He is now 4 years old, he is extremely emaciated, he is almost weightless, is in constant pain, convulsions. But the worst thing is that despite the fact that doctors from federal centers promised to help, and the Way of Life charitable foundation provided special food, they chose to “put up a cross” on a child in the region, Kuznetsova said.
Director of the charitable foundation “The Road of Life” Anna Kotelnikova told RT that the foundation is implementing the program “Exit medical consultations for orphans”. Leading experts from Moscow and St. Petersburg travel to remote orphanages in Russia. In January of this year, physicians went to the Dubrovsky orphanage.
“Then we met Sasha. The condition of the boy as part of his main illness was extremely difficult. The child is poorly digested food. This is a problem not only for Sasha, but also for 21 more children of this institution. They look very exhausted, like skeletons. A nutrition scheme was prescribed for children and recommendations were given, ”Kotelnikova said.
According to her, caregivers do not know what to do with such children, and prefer for them to mix cutlets, soup and compote in a blender and give them to the child. However, even in this form, the child, due to their diseases, will not assimilate food.
“When Sasha's body stopped eating, the director of the orphanage called me on March 15 and said that hospitalization in Moscow is out of the question. She added that Sasha is dying, ”said Kotelnikova.

"The miracle has not happened yet"
In turn, the director of the orphanage, Valentina Parshenkova, states that the institution was not ready for the appearance of such patients.
“We are a budget institution. The cost of the purchase of a special mixture was not foreseen, since the child entered after January 1, 2019. At the same time, we did not have any recommendations from the doctors about the treatment with its special mixtures. We can not say that we fed the baby with spoil. We prepared separate food for him and injected it for 30 minutes through a probe 6 times a day, 150 g each, ”explained RT Parshenkova.
According to the director of the orphanage, according to the documents, the child was in the institution for 63 days, but in fact it was only 27. The rest of the time the boy spent in hospitals.
“He came to us weighing 9.8 kg. The child was twice in the intensive care unit. When he underwent treatment, he lost up to 9 kg. We raised the alarm, appealed to the foundation and asked them to help find the mixture. We cannot quickly buy the mixture ourselves - it is necessary to hold a tender, ”says the director of the orphanage.
Parshenkova confirmed that there are currently 21 children in the institution, whose mass is below the norm. According to her, children weigh a little not because of serious illnesses, and not poor nutrition.
"Not an Orphan"
Meanwhile, as RT found out, the child is not an orphan: his father and mother are not deprived of parental rights.
“The child is not an orphan, as many media outlets write. The boy's mother kept in touch with the baby and visited him, ”says RT senior assistant prosecutor of the region Irina Lachko.
According to her, after the accident, a criminal case was initiated against the boy’s mother under Part 1 of Art. 118 of the Criminal Code "causing grievous bodily harm through negligence." In January 2018, the court sentenced her to restriction of her liberty for half a year.
“This article refers to inadvertent crimes, so the question of depriving a mother of parental rights was not raised. Since the parents could not provide proper care for the boy, they entered into an agreement between the guardianship authorities and the institution. He gives the right to take the child home at any time, ”explained the senior assistant prosecutor of the region Irina Lachko
As RT found out, the mother of the child until recently worked as a cook in one of the boarding schools, but now she is on maternity leave to take care of the second child.
RT tried to get in touch with the boy’s mother and father, but their friends said that the parents were not ready to talk to journalists.
