Public Assistance-Hospitals of Paris (AP-HP) and the regional health agency (ARS) of Ile-de-France said Monday that the computer file listing the wounded supported at certain events, including several manifestations of "yellow vests", included some "fictitious patients" created for training.

The AP-HP recognizes an "inappropriate" use of its tool

Challenged for two weeks by revelations of the Duck chained on the use of the information system for the follow-up of the victims (SI-VIC) as part of the movement of "yellow vests", the AP-HP and the ARS had initially rejected accusations of "fichage", then recognized an "inappropriate" use of this tool and launched a fact-finding mission on April 25. Set up after the 2015 attacks, the SI-VIC aims to facilitate the identification and management of victims "in cases of exceptional health situation".

Ten fictitious patients for now

Just started, the "preliminary work of information gathering" has already established that "10 fictitious patients" were "mistakenly integrated" into the SI-VIC "as part of a training", said the two institutions in a joint statement. Proof of the blunder, these "avatars with fictitious identities" were "adorned with fanciful characteristics" such as "green socks with peas" or "fake redheads ... tall slim loves ballads". On the other hand, a real patient was "mentioned as 'dead' when he returned to his home, following a typing error that was corrected as soon as it was detected."
Cases that add to the "inappropriate" comments already admitted by the AP-HP for "more than a dozen patients" whose cards mentioned the type of injury or their origin ("flash-ball", "shot baton ").

When was the tool used?

In total, about 200 people have been registered in the SI-VIC since the beginning of the year, on the occasion of a dozen events, including three demonstrations of "yellow vests", but also the explosion of the rue de Treviso in January, the Paris marathon in mid-April, and several fires, said François Crémieux, deputy general manager of the AP-HP. The file had previously been used four times during demonstrations of "yellow vests" in November and December 2018. The fact-finding mission, in charge of "tracing the uses of the SI-VIC in recent weeks", should end early June , with "a milestone mid-May," said François Crémieux.
