The Verkhovna Rada of Ukraine in the first reading supported the bill proposed by the President of the country Petro Poroshenko to consolidate the desire in the Ukrainian constitution for the European Union and NATO. 331 deputies out of 450 voted for the document.

“Fixing in the Constitution the obligatory course towards joining NATO and the EU, we are sending a message to Moscow: we are parting completely and irrevocably. Russia, as an aggressor country, does not have and will not have a veto on our accession to either NATO or the European Union, ”said the president, speaking in the Rada.

According to the current legislation, the document may be considered at the next session of Parliament, which began in February 2019. The bill should be supported by at least two thirds of thirds of deputies.

Recall, according to the initiative, the changes should concern the preamble and a number of articles that "fix the choice of Ukraine and its place as a member of the European family." It was also noted that the president of Ukraine, the government and the parliament should adhere to a new policy course.

In late September, the Verkhovna Rada of Ukraine sent a bill on the course of Kiev to the EU and NATO for consideration by the Constitutional Court. On Thursday, November 22, it became known that the court approved the document. Poroshenko reported about it, having noted that the parliament has to consider the project without delay.

“The Constitutional Court has given the green light to amend the Ukrainian Constitution regarding European and Euro-Atlantic integration. I am sure that the movement of Ukraine to the EU and NATO is irreversible. I ask the parliament to consider the issue without delay, ”the Ukrainian leader wrote on Twitter.

Earlier, the presidential representative in the Verkhovna Rada, a deputy from the Petro Poroshenko Bloc faction, Irina Lutsenko, said that 14 judges of the Constitutional Court voted for amending the Constitution.

“The decision on the recognition of the presidential draft of amendments to the Constitution was supported by the overwhelming majority - 14 judges of the Constitutional Court (Constitutional Court - RT ). Consequently, this gives Parliament the opportunity to consider the document in the session hall, ”the party’s press service quotes her words.

Ahead elections

Securing the course towards integration into the European Union and NATO is one of the electoral moves of the current president, Petro Poroshenko, political analyst Ivan Mezyuho believes. According to him, during the presidential term Poroshenko did not achieve success in the economic sphere, but often resorted to anti-Russian rhetoric

“In fact, he has no success in either social or economic policy. Therefore, he is engaged in a favorite affair among Ukrainian politicians — he makes various kinds of anti-Russian statements, ”the expert noted.

At the same time, Mezyukho stresses, the establishment in the Constitution of Ukraine of the course in the EU and NATO does not guarantee that Kiev will be accepted into these communities in the near future.

“You never know what is declared in its basic law. The main thing they think about this country in international institutions, ”he added.

The question of a course on integration with the EU and NATO is not accidentally touched upon shortly before the elections, Bogdan Bezpalko, a member of the Council on Interethnic Relations under the President of Russia, agreed. According to the expert, Poroshenko started a “game of aggravation” and is trying to raise prestige with loud political statements.

Another reason for changing the course in Ukraine could be the deployment of NATO troops in the country, does not exclude Bezpalko.

“I am convinced that Ukraine will not be accepted into the EU and NATO in the near future. These are simply the necessary legal grounds for interfering in Ukrainian-Russian relations and the internal affairs of the country. In fact, this is an open colonization of Ukraine by the EU and NATO, ”he said in an interview with RT.

At the same time, Kiev has not yet resolved territorial issues in the east of the country, Mezyuho noted.

“NATO is not waiting for Ukraine, because its territorial problems have not been resolved. The conflict in the east of the country does not allow Kiev to join the ranks of the alliance, ”the expert believes.

Under the conditions of the upcoming Brexit, crisis changes will occur in Europe, experts remind. Given the need for large-scale investment in Ukraine, the EU’s refusal is obvious, says Bezpalko.

“Joining the European Union means the need for large-scale investments and subsidies, granting equal rights to citizens, which will entail massive labor migration. Why pour such large-scale funds into the country, if you can achieve the desired results without it? ”Concluded Bezpalko.
