The "big national debate" is launched this Tuesday in France. Emmanuel Macron goes to Normandy to kick off this consultation, which is supposed to respond to the crisis of "yellow vests". The head of state will meet mayors. Local elected representatives will be in the front line to organize these three months of debate. To ensure the independence of the exchanges of the great national debate, ensure the recovery of grievances, the government is still looking for a plan B after the departure of Chantal Jouanno. The president of the National Commission for Public Debate has withdrawn because of the controversy over her salary. To replace it, the prime minister wants a college of guarantors. But they are still not known.

The debate, which must be formally launched by Emmanuel Macron Tuesday in the Eure, will last two months, until March 15. First form: " meetings of local initiatives ", which will be organized " throughout France, at the initiative of mayors or citizens, " confirmed the Prime Minister.

As of 21 January, French contributions may be deposited on the website www.granddebat.fr or sent by post to the Mission Grand Debate (244, boulevard Saint-Germain, Paris VIIe). The list of debates organized in each region will appear on the website, where the organizers can declare a debate.

" Methodological kits " and thematic sheets on the topics discussed (taxation and public spending, organization of public services, ecological transition, democracy and citizenship, broken down into 35 questions), will be distributed to the organizers to facilitate the holding of debates. Proximity stands will be installed " in places of daily passage ".

Finally, in the final phase of the debate, from 1 March, " regional citizens ' conferences " will be organized as planned. Bringing together in each region a representative group of about 100 people drawn by lot, they " will be able to participate in the development of concrete ways, give their opinion on what emerges from the first weeks of the Great National Debate and thus feed the reflection on the suites to give, "according to Matignon.

Takeover of the executive?

To steer the debate, two ministers have been appointed by the Prime Minister: Sébastien Lecornu and Emmanuelle Wargon " will take care of the debate, follow the evolution and organize the mobilization of all to make this great debate a democratic success , "according to Matignon.

Edouard Philippe defended these appointments, which raise concerns about a possible takeover of the executive on the debate, after the end of mission of the National Commission of public debate and its president Chantal Jouanno.

A college of five " guarantors " will also be appointed to " guarantee the independence " of the exercise, but these appointments will have to wait until Friday, when the birth of this great debate is in pain. Two of these five will be appointed by the government, while the other three will be appointed respectively by the presidents of the National Assembly, the Senate and the Economic, Social and Environmental Council.

Volunteer mission for the "guarantors"

The government will also propose " to all political parties represented in the National Assembly or the Senate " to participate in a " follow-up committee responsible for ensuring full respect for the principle of pluralism ". In his letter to the French broadcast Sunday evening, President Macron assured that the proposals would serve to develop a " new contract for the Nation ", which he will report " in the month following the end of the debate .

The government will make public all contributions and " will take into account all opinions and proposals ", " according to the principles of transparency, pluralism and inclusion, neutrality, equality, respect for the word of each ."
