The Council of Arab Foreign Ministers agreed in an emergency session held in Cairo on May 7, 2023, that the Syrian regime would regain Syria's vacant seat in the League since November 2011. The Kingdom of Saudi Arabia extended an invitation, conveyed by its ambassador in Amman, to the President of Syrian regime, Bashar al-Assad, to attend the 32nd Arab Summit held in Jeddah on May 19.

The Arab League, along with Western powers, has long adhered to normalization with Syrian regime.
