The State Council of the People's Republic of China is the executive organ of the highest organ of state power. The State Council adheres to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
The Prime Minister leads the work of the State Council. The Vice Prime Minister and State Councilor assist the Prime Minister in his work.
