The State will guarantee two billion euros in green loans to help people adapt to climate change. Loans exceeding 200,000 euros must be requested from March 2015.

The loans will be used to pay for adaptation to extreme weather events such as floods and droughts. The money will not come from the European Investment Bank, but from the French National Bank, which has a budget of €1.2 billion. The funds will be available for up to five years, depending on the size of the project.
