The State Duma explained the proposal of the Russian Ministry of Labor to tighten requirements for migrants. This implies that they want to oblige migrants to work only in a given profile in order to exclude the possibility for a foreign worker to change his occupation at will.
“In essence, the attraction of migrants must be accompanied by full responsibility of employers who attract these persons to work, both responsibility to foreign workers directly - for providing a workplace and compliance with working conditions, and to the state and society,” Svetlana Bessarab explained.
