The president of the CGPJ joins the unconstitutionality of the amnesty. "It cannot be a bargaining chip for a parliamentary majority", says Vicente Guilarte.

"There are no precedents, neither in Spain nor in the rest of the nations that have agreed to similar grace measures," he adds. "The amnesty cannot be arbitrated in exchange for any onerous consideration because that radically distorts its cause," he says. "Such continuity, if true, fatally leads to the radical nullity of the pact," adds the professor of Civil Law.
