According to the requirements, in principle, dangerous reservoirs should be operated empty during the main flood season. The reservoir and dam safety responsibility system with the government chief executive responsibility system as its core clearly defines the government responsible person, the responsible person of the reservoir competent department, and the responsibleperson for the reservoir management unit.
