The King defends the "independence of Justice" and "respect for the resolutions issued" in the midst of controversy over the amnesty. "Without justice, and above all without an independent Justice, the concept of a democratic political community would not truly exist," he added.

At one point in his speech, the Monarch also wanted to remember the two civil guards "murdered in the act of duty against drug trafficking" in Barbate. The King has also appealed to the Constitution, citing its article 1, which establishes that Spain is constituted as a Social and Democratic State of Law that advocates justice.
