The Hong Kong Independent Commission Against Corruption (ICAC) is using a "three-pronged approach" to attract Hong Kong students studying abroad to apply for examinations. The ICAC "broke out" of Hong Kong for the first time this year and "went north" to Tsinghua University and Fudan University from March 11 to 13 to hold lectures.

The reason for "going north" is to "follow the footsteps of young people in Hong Kong," an ICAC official said.
