The "Ghost Fleet" is a Russian tool to circumvent oil sanctions. Moscow has managed to form a fleet of oil tankers belonging to obscure entities or lacking proper insurance, known as the “Ghost Fleet,” to export oil and circumvent sanctions.

Countries, including the U.S. and Europe, imposed an oil embargo on Russia to deprive Moscow of financing its war against Ukraine. On Friday, Washington included on its blacklist 14 oil tanker used by Russia as part of the United States’ efforts to maintain the ceiling on crude prices.
