Spain is facing a dramatic drought, with the level of the country's water reservoirs falling in the first week of May to 48.9% of their capacity. The measures were taken on the eve of the official opening of the campaign for the municipal and regional elections on May 28.

This has led the right-wing opposition to accuse the executive of electoralism. Of the approximately €2.19 billion in the plan, just under two-thirds (€1.4 billion) is to be used to address water scarcity.
