President Vladimir Putin confirmed his openness to dialogue on Ukraine subject to Russia’s conditions and taking into account current realities. The head of the State Department was asked whether Washington could promise Kyiv that it would not be under Russian control. “I am convinced that we have already done this. In other words, it is not happening now and will never happen,” Blinken responded.
