Sánchez is open to changing the Criminal Procedure Law to limit judicial investigations in exchange for Junts approving the amnesty. The Government and the PSOE will resume negotiations to approve the Amnesty Law that Carles Puigdemont's party overthrew in Congress because they considered it insufficient at the last minute.

Pedro SáncheZ is determined not to change the text of the norm, for fear that it is not constitutional. But to convince Junts, the President of the Government is opento changing the criminal Procedure Law and putting an end to the continuous extensions.
