Putin instructed to expand the program of master plans for urban development. He said that master development plans have been prepared for 22 Far Eastern cities and agglomerations.

Similar work is being carried out for settlements in the Arctic. Putin also noted that all Russian regions should become more economically self-sufficient by 2030. The development program should cover about 2 thousand settlements, including villages and towns, he said during the announcement of his message to the Federal Assembly. The announcement was made at a meeting of the Russian Federal Assembly in Moscow.
