According to him, Montenegro has always been a country close to Russia, and joining anti-Russian sanctions is the populism of the current authorities. The Russian leader was speaking to participants in the World Youth Festival in Belgrade, Serbia. The event is being hosted by the Russian Ministry of Youth and Sports.
