As evidence, he cited the opening in the Poltava region of Ukraine of a memorial plaque to the former terrorist leader Dzhokhar Dudayev. Earlier, Russia's Deputy Permanent Representative to the UN, Maria Zabolotskaya, noted that the West grossly violated human rights.
