Traffic light commission recommends change to Germany's criminal code. Abortions in the first twelve weeks of pregnancy should be legal, experts say.

Abortion should also be possible in later phases of pregnancy, they say. Egg donation and surrogacy are still banned in Germany, according to the commission's report. It is ethical to allow egg donations, but not for altruistic surrogacy, the commission says. Legalization of egg donation is based on a basis that guarantees the well-being of the child.
