Palestinian refugees cling to UNRWA in the face of the Israeli plan. Palestinian refugees warned that cutting off the agency's funding represents collective punishment for about 6 million refugees inside and outside the occupied Palestinian territories. The Fatah leader urged the Arab countries to provide a financial safety net for the agency.
