Since its creation in 1949, in the aftermath of the Second World War, NATO is not in its first crisis and its relationship with the United States has often been tumultuous. The Americans prefer to be used on the margins of an international coalition under their leadership, says Jenny Raflik, professor of contemporary history at the University of Nantes. “The Americans give weapons, but they want to have a right to control their use.”
