Israel submits a proposal to the United Nations to dismantle UNRWA. Some UN officials believe that Israel is trying to frame the international organization as unwilling to cooperate to stave off the famine that humanitarian organizations have warned is imminent.

Under the terms offered by Israel, between 300 and 400 staff from the agency will initially be transferred either to another UN agency, such as the World Food Programme. Details were vague about who would run any new agency under the scheme, or who would provide security for its delivery.
