Leaders of the 46 countries of the Council of Europe launched on Tuesday a "register of damages" caused by the invasion of Ukraine. The United Kingdom and the Netherlands took the lead in an international coalition to give F-16 fighter jets to Kiev.

The summit in Iceland was mainly aimed at multiplying the means to make Russia criminally responsible for the destruction and crimes in Ukraine. Moscow was banned from the Council in March 2022 but was preparing to leave the organization, a rare European or Western forum of which Russia was a member.
