In the Legislative Council, pro-China factions that support the enactment of the ordinance have almost a monopoly of seats, and the work to enact it is expected to proceed quickly. The Hong Kong government will explain this summary to citizens, foreign companies, embassies, and other entities, and will seek a wide range of opinions until February 28th.
