French President Emmanuel Macron called for "tangible and credible" security guarantees to Ukraine, pending its accession to NATO. He also advocated for a more powerful European defence within the Alliance, despite the reservations of many Central and Eastern European countries.

He invited the EU to "rethink" its governance and "invent" other "formats" in order to integrate the accession candidates more quickly. "We must build something between the security provided to Israel (by the United States) and full membership" to NATO, stressed Emmanuel Macron.
