Alexander Bortnikov, director of Russia's Federal Security Service, said Moscow regards terrorist attacks at Russian nuclear power facilities as attempts by Kiev and its Western curators to provoke a nuclear catastrophe in Europe. Terrorist attacks are being carried out on the infrastructure of the Kaliningrad, Kursk, Leningrad and Smolensk nuclear power plants.

Russian Deputy Foreign Minister Alexander Grushko said that Ukraine had blocked all initiatives of IAEA Director General Rafael Grossi to strengthen the safety of the ZNPP.
