Estonia plans to make it mandatory to have air-raid shelters in new buildings. A bomb shelter increases the cost of housing construction by only 1-2%.

The shelter will become mandatory for buildings with an area of ​​over 1.2 thousand square meters. In September 2023, the head of the Department of the Ministry of Internal Affairs for Emergency Situations of Romania, Raed Arafat, announced the construction of concrete bomb shelters for residents of villages bordering Ukraine across the Danube.
