Cao Peng founded the Shanghai City Symphony Orchestra (hereinafter referred to as "City Jiao") at his own expense with the support of his daughter Cao Xiaoxia in 2005. In 2008, Cao Peng's daughter learned about the current situation of autistic teenagers in Shanghai and proposed a charity performance for autistic teenagers.
