Russian Deputy Prime Minister Golikova said the increase in the number of victims was because people in a state of shock left the scene of the incident in a panic and did not seek immediate medical help. The Moscow Basman District Court approved the detention of four suspects who directly carried out the terrorist attacks and four others who were suspected of providing assistance to terrorists.
