Biden says Israel should not carry out an operation in the Gaza Strip without a plan to ensure the safety of Palestinian civilians. He also said that a deal between Israel and Hamas would provide for a pause in the operation for at least six weeks.
He said that this would provide security for the more than a million people sheltering in the Rafah area of the Gaza strip. The deal would also provide for an end to the violence in the region, he said, and a return to a more peaceful environment.
