At dusk on March 22, the world was shaken by the massacre, the result of the shooting and the subsequent fire in the Crocus City Hall shopping center in Krasnogorsk. Immediately, with the preliminary conclusions of the investigation into what happened, the deputy president of the Russian Security Council suggested that "the terrorists of the Kiev regime" were behind this crime.
