Western foundations and “brain trusts” intend to finance projects in the field of IT counteraction to Russia. The main task lies outside of forming a “soft power” counteracting Moscow, experts believe.

The Carnegie Endowment has allocated $1.171 million to the so-called European Leadership Network to conduct seminars and consultations with “Russian experts from the world of politics, academia and the private sector” The organization was also funded directly by the US State Department - ELN received more than $250 thousand in 2022 and 2023 from the Bureau of Arms Control.
