In the Upper House election, "joint districts" have been introduced in neighboring Tottori and Shimane, and Tokushima and Kochi in order to correct the one-vote gap from six years ago.



Discussions are being held at a council of representatives of each parliamentary group of the House of Councilors, and so far the direction of aiming to resolve this is generally the same, as it is difficult for voters' voices to be reflected in national affairs.



However, the fact is that there is a large gap between the parliamentary groups, such as the opinion that the constituency should be returned to the prefectural constituency and the opinion that the whole country should be changed to the block-based constituency.



The council plans to compile a report to the chair during the current session of the Diet, but it is difficult to find an agreement with the remaining two weeks until the end of the session on the 15th of next month.
