  Grassroots Employment: Challenging and Promising

  □ Zhang Shoukun, a trainee reporter of this newspaper

  □ Our reporter Chen Lei

Wu Lin (pseudonym) will be graduating from the Jiangsu University Law School for a master's degree this year and is currently waiting for an interview.

His goal is clear: to pass the Jiangsu Province transfer exam and go to work at the grassroots level in his hometown.

"Although they will be assigned to grass-roots front-line jobs after being admitted to the selection and transfer students, and they have years of service, but compared with the national and provincial examinations, the selection and transfer students have higher recruitment conditions, less competition pressure, and better development prospects. The grassroots can learn a lot, help their hometown develop better, and realize the value of life." Wu Lin said.

In recent years, the number of college graduates has continued to hit new highs, and the state has issued a series of preferential policies to encourage college graduates to find employment at the grassroots level.

More and more graduates like Wu Lin choose to take root and serve the grassroots.

So, what policy support do college graduates enjoy when they go to the grassroots for employment?

How do graduates realize their self-worth at the grassroots level?

Around these issues, a reporter from the "Rules of Law Daily" recently conducted an in-depth interview.

Policies encourage going to the grassroots

  Alleviate student employment problems

Zhong Ran (pseudonym), a senior from Huaibei Normal University College of Letters, noticed a phenomenon: this year, students often discuss issues related to employment at the grassroots level, such as "transfer students", "special post teachers", "three branches and one support". "College Students Volunteering in the West Program", as long as there is a chance, students will rush to apply for the exam.

In the past few years, everyone paid more attention to public examinations, postgraduate entrance examinations, and working in big Internet companies.

In the eyes of many students, this change has a lot to do with the “Announcement on Grass-roots Employment Policy for Ordinary College Graduates” (hereinafter referred to as the “Announcement”) issued by the Ministry of Education this year. ” clarifies the main preferential policies to encourage graduates to go to grassroots employment, tuition compensation and student loan compensation policies, grassroots employment hukou file policies, central grassroots employment projects preferential policies and other content.

For example, for college graduates who go to work in grass-roots units in central and western regions and hard and remote areas and perform a certain period of service, tuition fees and national student loans will be compensated according to regulations; Townships) and communities (villages) to purchase a number of public management and social service positions, which are preferentially used to attract college graduates for employment; each province (autonomous region, municipality) formulates tuition fees to attract and encourage local college graduates to seek employment in grassroots units in difficult and remote areas Compensation and national student loan compensation methods, etc.

"Tuition compensation and student loan compensation can reduce the burden of tuition and living expenses for college graduates during their studies. This is the same as the legal 'employment default', which can form a long-term and unified system, which is beneficial to college students from the very beginning. Make plans that take root at the grassroots level. Under the background of difficult employment, employment at the grassroots level is an important choice for college graduates to find employment.” said Li Haiming, an associate professor at Central University of Finance and Economics.

Li Haiming said that policies and measures in household registration files, job establishment and other aspects will provide opportunities for college graduates to take root at the grassroots level, and provide protection for the transformation of students' status to grassroots cadres and grassroots talents; the implementation of grassroots employment projects and related promotions, examinations, etc. The preferential policies in this regard provide opportunities for the future development of college graduates, and also reserve talents with grassroots experience for the country.

  According to He Ling, Deputy Dean of the Law School of Southwest University for Nationalities, there are two main reasons why the state encourages young people to seek employment at the grassroots level: First, the epidemic has exacerbated the plight of youth employment;

  Grassroots Experience Helps Become Talent

  Enhance professional development ability

According to statistics from the Ministry of Education, the number of college graduates in 2022 reached 10.76 million, an increase of 1.67 million year-on-year. The number of graduates exceeded 10 million for the first time, and the scale and number reached a record high.

The reporter combed and found that in recent years, various localities have successively introduced relevant measures to encourage college graduates to take root at the grassroots level. For example, Hebei Province implemented an action plan for college employment and education to guide and encourage college graduates to make contributions to the grassroots; Henan Province issued "Several Policies and Measures to Stabilize Employment", Organize the implementation of grassroots projects such as three branches and one support, special post teachers, special recruitment of medical college graduates, college students volunteering to serve the west, and college students volunteering to serve the rural revitalization, with a recruiting number of no less than 22,000; Jiangsu Province issued the "Promotion of College Graduation" “Several Policies and Measures for the Employment and Entrepreneurship of Students and Other Youth”, recruit no less than 2,000 college graduates of the “Voluntary Service Rural Revitalization Program” to grass-roots units to engage in voluntary services such as basic education, medical care, and social governance.

"These policy measures form a set of combined punches, which provide benefits, opportunities and opportunities for college graduates to find employment at the grassroots level." Li Haiming said.

The reporter found in the interview that "going to the west" and "going to the grassroots" has become the direction and destination of more and more college students' employment concerns.

According to the 2021 graduate employment quality report released by "double first-class" colleges and universities, more than 200 graduates of Tsinghua University in 2021 went to work in the grassroots public sectors in the western and northeastern regions; among the 2021 graduates of Xi'an Jiaotong University, many students took the initiative to choose to go to the west Regions, grass-roots front-line and other places where the motherland most needs to make meritorious achievements, the proportion of employment in the western region reached 49.61%; 271 people from China University of Political Science and Law chose to work in western and grass-roots units.

Wu Meizi, a staff member of the Rural Revitalization Office of the Jiagou Town People's Government, Suzhou City, Anhui Province, has been recruited to work at the grass-roots level in the past two years.

"As grassroots staff, the daily uploading and dispatching work is essential. Now we are in the stage of consolidating the achievements of poverty alleviation and effectively connecting the rural revitalization. The focus of our work includes improving the dynamic monitoring and assistance mechanism to prevent the return of poverty, promoting the stable employment of the people out of poverty, Strengthen the asset management of poverty alleviation projects, the development of village projects, and the implementation of the household policy." Wu Meizi said that it is common to work overtime, but she does not feel tired.

"The grassroots is an interesting, challenging place where you can grow up quickly. Although some jobs are tedious, you can constantly improve your personal ability in practice. The most important thing in rural work is to deal with farmers, and you will know after you do it. My responsibility is very heavy, and grassroots work is very important." Wu Meizi told reporters.

"The state encourages college graduates to go to the grassroots for employment, not an expedient measure to alleviate the youth employment problem, but an important measure to help young people grow into talents through grassroots experience and form the youth's sustainable career development ability." He Ling said.

He Ling believes that for the grassroots, recruiting college graduates for employment is conducive to alleviating the situation of brain drain and talent team gap, and the employment of college graduates at the grassroots also provides intellectual support for local economic and social development; for the country, the introduction of Active employment policy to promote grassroots employment of college graduates is a concrete manifestation of fulfilling employment responsibilities.

  Grassroots employment is promising

Attract talents according to local conditions

Although "going to the grassroots level" has attracted more and more attention of college graduates, the reporter found in the interview that some college graduates who want to go and will work at the grassroots level still have concerns and concerns about the grassroots work: some people feel that the conditions It is difficult, and the future development prospects are not large; some people feel that grassroots work is more complicated and the salary is relatively low; some people want to go to grassroots work but do not meet the recruitment requirements, and face the "embarrassment" that they want to go but are not qualified to go.

Yan Peng (pseudonym) from Nantong, Jiangsu passed the public selection examination in Hai'an City, Jiangsu Province last year, and successfully entered the petition department in a town more than 20 kilometers away from home.

Although the unit provides dormitories, Yan Peng believes that the dormitory conditions are poor, so he chooses to live at home and ride an electric bike to get off work every day.

Yan Peng has a lot of work every day. In addition to doing his own work, he also needs to participate in a lot of other work. One or two days a week, he will work overtime until 12 o'clock in the evening, and often only have one day off on Sundays.

"The conditions here are relatively difficult. Many people will leave after one or two years of work through examinations or resignation. There are not many people who can persevere in the past few years." Yan Peng said.

Li Haiming believes that the grassroots lack of "attraction" to some graduates, the conditions are difficult, the development prospects are not good, the work is tiring, and the salary is low. and demands.

Under the circumstance that there are many college graduates and the employment pressure is increasing year by year, the hard work at the grassroots level will also be favored.

Therefore, we should strengthen the publicity of grassroots employment, so that graduates can know more about the grassroots.

In He Ling's view, the construction of grass-roots employment policies for college graduates should be a package of policies. In addition to the general employment preferential policies at the central level, localities should introduce personalized college graduates within the framework of the rule of law according to their actual conditions. Preferential policies for grassroots employment, opening up grassroots employment space for college graduates.

"For example, when grassroots institutions in difficult and remote areas recruit college graduates, there are fewer applicants and fewer who can stay. In this regard, the proportion of opening examinations and academic requirements should be appropriately relaxed. In addition, grassroots organizations can also establish targeted training. The plan, on the one hand, helps the graduates of the colleges and universities where the students come from to find jobs at the grassroots level, and on the other hand, it is also conducive to alleviating the fault of the grassroots talent echelon in difficult and remote areas." He Ling said.

Li Haiming suggested that from the perspective of the grassroots, we should try our best to give full play to the advantages of college graduates in grassroots employment, and strive to let college students take root and provide talent support for local development; from the national perspective, we should give full attention to the grassroots of college graduates. The long-term significance of employment is not only to provide employment channels for current college graduates, but more importantly, to allow talents who have received higher education to flow to the grassroots and provide human resources for the development of difficult areas.

Talking about the development after the grassroots employment, Wu Meizi said that she will stick to the grassroots, constantly improve herself, and contribute to the development of the grassroots on the premise of doing her job well.

Yan Peng is preparing to take the provincial examination or selection. "The grassroots experience provides valuable experience for my future career development."
