July 01, 2020 "Nobody has ever said that digital teaching can or should replace face-to-face teaching. The conceptual and concrete configuration of distance learning represents a challenge and at the same time an opportunity, complementary to face-to-face teaching". The Minister of Education, Lucia Azzolina, said this in a hearing before the Senate Education Commission.

Autonomy
"School autonomy, now twenty years old, is a privileged tool for the development of a correct restart strategy for the school year which is as responsive as possible to the needs of the territories concerned". The minister recalled that according to the rules of school autonomy, schools have the "possibility of constructing training courses functional to the realization of the right to learn and the educational growth of all pupils, through the definition of precise areas of organizational intervention. "The educational institutions will be called upon to guarantee each pupil the same quality of the educational offer, without prejudice to the opportunity to adopt different organizational solutions".

Delays of years
"The emergency has also made the ten-year problems of the education system emerge strongly that prompted us to take immediate action, to respond to the crisis, and that are now urging us to take further action that already looks to the future ". Said the Minister of Education, Lucia Azzolina, who thanked the Minister of Economic Development, Stefano Patuanelli , the undersecretary of Mise, Mirella Liuzzi, and, the minister for technological innovation and dig Italianization, Paola Pisano, "for collaboration and for putting the school at the center of the Committee's activities, quickly recovering delays that have accumulated over the years". 

Presence and safety
"In September 2020, educational activities will resume in presence and in safety throughout the national territory". A recovery that will take place "in compliance with the framework in which we are moving, which are the indications aimed at preventing contagion contained in the Technical Document, prepared by the Scientific Technical Committee (Ctc)". "The individual schools will be called to operate in compliance with a complex balance between safety, socio-emotional well-being of students and school staff, quality of contexts and learning processes and respect for constitutional rights to health and education. They will sun? No. Their work will be accompanied by the central and peripheral administration and local authorities ".

A billion more
"The government is constantly committed to finding the necessary resources to guarantee the correct start of the school year". "In this sense, it is underlined that article 235 of decree law 34/2020, in addition to the appropriations referred to in articles 231, 232, 233 as well as other sources of funding from European appropriations, establishes a special at the Ministry of Education fund, called 'Fund for the epidemiological emergency from Covid-19', amounting to 1 billion euros, in order to adopt the appropriate measures for the reopening of educational institutions ". 

Allowing reopenings
"The government is making a large investment, also in terms of financial resources, on the school. The government has allocated more than 1.5 billion for the school: 1 billion for the fund for management of return to school in September (400 million in 2020, 600 million in 2021); 331 million for devices, connectivity, security, protection measures, medical assistance, adaptation of spaces in view of the return; 39 million to allow for the examination of maturity in the presence, safely, by buying all the protection needed and ensuring constant sanitation of the environments; 150 million for non-state educational institutions, for the age group from 0 to 16 years to cover tuition fees (135 million) and increase the regional fund (15 million). 30 million for local authorities for so-called 'light' school construction interventions. Simplification measures have also been envisaged for school construction, to allow local authorities to desimi, property owners to operate quickly, eliminating the numerous and cumbersome existing bureaucratic passages ".

Ultra-broadband
"We have allocated over 400 million euros, increasing from the initial 200, to enhance the connectivity of schools by bringing them to institutions. The School Plan recently approved by the national committee for the ultra-broadband provides for them. The goal is to quickly guarantee a connection fast to 81.4% of school complexes, those of the first and second cycle, for a total of 32,213 buildings. Vouchers for families are also available: up to € 500, based on the ISEE, for fast connections, PCs and tablets ". 

Assumptions
"We will have all the spaces we need and we will be able to hire the staff, teachers and ATA for a fixed term, which will become necessary on the basis of the needs emerging from the territories". 

Contests
"The competitions will take place guaranteeing maximum safety conditions for candidates". "The Ministry of Education is working on the logistic plan for the extraordinary competition for the first and second grade secondary school which will be the first to be completed". Concerning the extraordinary procedure for the introduction of I and II grade secondary school teachers, the minister added: "I want to reiterate the firm will to hire future winners, regardless of the date of formal conclusion of the operations, with legal backdating in September 2020, as well as, in the month of June, many teachers were hired on the posts of the so-called 'Quota 100' in the individual regions, with legal backdating on 1 September 2019 ".

8 thousand teachers approach home

Parks and museums
"We have designed and proposed to schools and territories new scenarios of collaboration, which will be able to materialize in the 'Community educational pacts'. In them, all public subjects, even representatives of the third sector, will be able to build educational alliances which provide for an opening of the school to the outside, the use of parks, theaters, museums, archives, libraries, in order to expand the spaces of knowledge, also with a view to participation in the territory that strengthens the alliance educational, civil and social, of which schools are privileged interpreters ".

Distancing
"An information dashboard has been set up" which "will make it possible to define the distancing and to make evident the cases in which the spaces are not sufficient". It is a tool that "returns detailed data relating to the region, province, municipality and individual educational institution, which will allow the various institutional levels involved to operate in favor of timely and reliable solutions. To act by priority of intervention".

Useful
furnishings for the distancing "Thanks to the coordination with the extraordinary commissioner for the emergency from Covid-19, we will promptly assure the school institutions also the furnishings that should be useful to respect the indications on the physical distancing, even new, modern and more dynamic benches ', with a view to constant innovation and the construction of more modern educational environments ".

Reopening
"At the regional level, the organization of the start of the school year will be handled by each Region through the establishment of appropriate regional operational Tables, set up at the regional school offices of the Ministry of Education, in which the director of the regional school office, identified as coordinator, the regional councilor for education, the regional councilor for transport, the regional councilor for health, the regional representative of the Union of Italian Provinces (UPI), the regional representative of the National Association of Municipalities of Italy (Anci), the regional representative of Civil Protection ".

Baccalaureate
Having taken the baccalaureate exams "in attendance was not a foregone conclusion. We strongly wanted this to be the case.
