China News Service, Xining, January 17 (Reporter Sun Rui) The reporter learned from the Qinghai Provincial Department of Ecology and Environment on the 17th that the Qinghai Provincial Department of Ecology and Environment recently formulated and issued the "Qinghai Province Ecological Environment Administrative Penalty Determination Benchmark Regulations (Trial)" (hereinafter referred to as "Regulations") and "Qinghai Province Ecological Environmental Administrative Penalty Discretion Standard" (hereinafter referred to as the "Standard"), which further refined and quantified the Qinghai Province's discretionary standards for ecological environmental administrative punishment, and clarified the penalty range for ecological and environmental violations.
The southern part of Qinghai Province is the birthplace of the Yangtze River, the Yellow River and the Lancang River; the northern part is the Qilian Mountains, the "source of life" in Qinghai and Gansu provinces;

According to reports, the "Regulations" cover the scope of application of discretionary benchmarks, basic principles, discretionary factors, supervision and inspection, and the connection of executions, etc., and combine the reform of the ecological environment damage compensation system with administrative penalties. Or the basis for the determination of the mitigation of punishment, and urge enterprises to effectively enhance their awareness of ecological and environmental protection law-abiding.
According to the constituent elements and circumstances of illegal acts, and in combination with law enforcement practices, the "Standard" clarifies 240 national and Qinghai environmental protection laws, regulations and regulations involving the "Environmental Protection Law", "Air Pollution Prevention and Control Law", and "Environmental Impact Assessment Law". The types of ecological and environmental violations shall be refined and quantified according to the applicable conditions and circumstances of the discretion, so as to ensure the scientific, reasonable and accurate results of the discretion.
