05 September 201912.09 Italy has not applied the mandatory EU measures to prevent the spread of the quarantine plant bacteria Xylella fastidiosa, responsible for the rapid desiccation of olive trees in Puglia. This was established by the European Court of Justice. The Court accepted the appeal of the EU Commission against delays and failures in inspections and in the slaughter of infected plants. This is a conviction for first breach, which only provides for the payment of court costs.
