The "risk planning" document in which it was written in 2014 that the Morandi bridge was at "risk of collapse" was also compiled with the data received from the sensors that Autostrade had installed years before. But, investigators have discovered, since 2015 that structural monitoring facility was no longer functioning because of being cut by road works. The sensors, the investigators say, had not been replaced despite the Cesi and the Politecnico di Milano had recommended the installation.

The system was then included in the retrofitting project, the reinforcement work on the 9 and 10 stacks, which however never started because in the meantime the bridge collapsed causing 43 deaths. Since 2015, it is the reasoning of the power of attorney, the document was compiled only with reflectometric tests and not with other monitoring systems. A system, according to those who investigate, that perhaps was not sufficient to understand the real conditions of Morandi. And then, the investigators ask, because although the sensors were broken and there was only one monitoring system, without even entering the bins, was the "risk of collapse" not taken into consideration? One of the hypotheses is that one should save on digestion costs and that a partial or total closure of the structure could influence the entry into the corporate asset of new Chinese and German partners.

Meanwhile, tomorrow the interrogations of two other suspects are planned for the investigation of the false reports: the public prosecutor Walter Cotugno has summoned Serena Allemanni and Massimiliano Giacobbi, both from Spea.
