Prior to this, the leader of South Korea’s ruling party Lee Lo-yeon had publicly stated that he would propose to Moon Jae-in to pardon former presidents Park Geun-hye and Lee Myung-bak at an appropriate time, causing controversy.

In October last year, the Supreme Court of South Korea made a final judgment on Lee Myung-bak's alleged corruption and bribery case, sentenced him to 17 years in prison and canceled his bail qualification.
On January 14 this year, the former South Korean President Park Geun-hye’s case of "trustworthy involvement in politics" and the case of accepting bribes was finalized and sentenced to 20 years in prison.
