On the first day of the new year, a document called'Method to Adjust Social Distance in the Metropolitan Area' floated.
The handwriting was written saying that the 2.5 steps of distance will be extended by 3 weeks, and that the presentation will be announced after the script meeting the next day.

The quarantine authorities apologized for causing confusion to the people and requested an investigation.
The leaker was Mr. A, a civil servant in the secretary's office of the mayor of Incheon.
Mr. A shared the document on social media chat rooms where office workers and reporters he knew, and it has since spread online.
The police sent Mr. A to the prosecution on suspicion of leaking secrets for official purposes.
Mr. A insisted that the leak of internal documents was inappropriate, but it was not a secret leak because it had already spread to the Internet.
At the time, Hwaseong City posted an apology for extending its distance on official social media.
