A hole. Since 2009, when it was set up, the Hadopi (High Authority for the Diffusion of Works and the Protection of Rights on the Internet) has cost almost a thousand times more than what it reported, reports HuffPost .

Since its creation, the body fighting against illegal downloading has collected a fine of 87,000 euros for a budget, over the same period, of 82 million euros. This represents 942 euros spent for every euro collected, calculated the  HuffPost . The figures come from the 2019 activity report published by the body itself.

But for Denis Rapone, president of Hadopi, this report denotes the effectiveness of the structure. “There are nearly 13 million warnings that have been sent to Internet users,” he notes. “In 70% of cases, no reiteration of the facts is observed. "An assessment which proves the" hardly contestable efficiency of the procedure ".

These conclusions are not unanimously shared. It is more likely that a large part of the French have turned to legal solutions, of course, but also to forms of piracy invisible to the Hadopi. While the instance can track illegal peer-to-peer file sharing , it is inefficient against streaming.
