At dawn, while looking at a woman's home alone, a man who was trying to break was caught, but when he saw it, he was a convict of sexual crimes wearing electronic anklets. The Justice Department did not know the crime until the police arrested the man.

This is Ahn Hee-jae's exclusive report.

<Reporter> An

urgent report was received by the police on the morning of the 6th.

It's that the ugly guy ran out of the window trying to see the female room and try to break in.

After confirming dozens of CCTVs installed all over the place, the police caught a man hiding in his home near the alley here one day after receiving the report.

The man caught was 46-year-old Kim Mo.

"I don't remember drinking well," he denied.

Kim was previously sentenced to death for three sexual offenses and was a former criminal who was ordered to wear electronic anklets until May 2028.

The wearer of the electronic anklet is monitored by the Ministry of Justice's probation office, and the Ministry of Justice did not know Kim's crime until the police caught him and notified him.

"The real-time location information was received normally, but the place of the crime was on Mr. Kim's usual return route and the staying time was only 4~5 minutes, so he could not recognize it."

Even if you know the location, it is difficult to know what you are doing, but it is difficult to understand considering that the time of the crime was 3 am.

Surveillance loopholes are also a problem, but the lack of supervisory staff is also a challenge.

The e-supervisory case has increased more than 20 times in the past 11 years, but due to insufficient manpower, 13 supervisors need to be monitored by one supervisor.

[Kwak, Dae-Kyung/Dept. of Police Administration, Dongguk University: (Electic Anklets) It's not to stop the crimes of people with strong will in the field. Along with efforts to expand surveillance equipment, new technologies such as AI will strengthen surveillance and tracking. .] The

police are arresting Mr. Kim for alleged intrusion into the house, and the Ministry of Justice is investigating whether the police officers are violating regulations.
