The lawyers' union under the Legal Aid Corporation filed a petition for dispute settlement with the Central Labor Relations Commission last month. If the adjustment is not made by the 14th of this month, the lawyers' union will vote on the strike after a vote. It is the first time that a lawyer strikes in Korea. The lawyers' union has 88 lawyers. As the chairman and the union side run parallel lines due to the internal conflicts of the Legal Aid Corporation, there is no indication that the adjustment will be made until now.

● Adoption of "Term-time lawyer"

Cho Sang-hee, the chairman of the Legal Aid Corporation, announced that he would push for the introduction of a term lawyer. The lawyer says that lawyers receive a salary of more than 100 million won from the fifth year and are guaranteed 65 years of age (based on the legal rescue in 2017). I think that the reason for not working properly is the high salary and the retirement guarantee of the lawyer.

If you hire a lawyer as a contractor, it will be more difficult to provide reliable legal services. It is different from the fact that the lawyer has placed a public service attorney in the so-called "village without law" because of the opposition of lawyers. He said that he can solve the problem by recruiting full-time lawyers.

The union explained that after five lawyers left in 2018 and a housing lease dispute resolution committee opened in May 2017, nine of the examiners had left the company, but the recruitment was not working properly.

● "Legal structure should make service return to the urgent hierarchy"

A professor at Korea University of Foreign Studies said that the independence of the corporation should be secured. It is argued that the Legal Aid Corporation under the Ministry of Justice should be replaced by the Prime Minister's Office, the NHRP or another independent committee to strengthen independence and neutrality. In addition, Professor Jung said that by expanding the number of lawyers, he should move forward in order to have legal counseling as well as litigation. In a situation where the number of people who need legal expert help for economic and cultural reasons is rapidly increasing, the Legal Aid Corporation should have a real guarantee of people's right to trial through 'legal welfare'.

The conflict between the legal structure and the lawyers striking is not visible. The damage caused by the conflict is going to the people who are not economically qualified to appoint a lawyer, and the people who are marginalized in the legal service.
