[HIGHLIGHTS] Russia: Authority restricts access to eleven Telegram channels

Telegram is being used by terrorists to spread propaganda. At least 143 people were killed in an attack on a Moscow concert hall.

The attack was carried out by a group called Islamic State of Khorasan Province (ISKP) The ISKP is an offshoot of al-Qaeda in Iraq, which is based in Iraq and Syria. The ISkP was founded in 2003 and has been linked to the September 11, 2001 attacks on the U.S. and other Western countries.
