The police caught a gang that siphoned off a total of 8.3 billion won by buying a house for free from a 'non-capital gap investor' who has no ability to return the jeonse deposit, and then using the false tenant to receive the government's jeonse loan subsidy.



The Metropolitan Investigation Unit of the Incheon Metropolitan Police Agency announced today (29th) that it has caught 151 people per day of loan fraud on charges such as fraud under the Act on the Aggravated Punishment of Specific Economic Crimes.



The police arrested 14 people, including Mr. A in his 30s and a loan broker.



Of the remaining 137 people, 119 people, including false tenants, were charged with the same charges, and 18 real estate agents were booked without detention for violating the Administrative Judicial Act.



They are accused of stealing 8.3 billion won in loans from the metropolitan area and Gyeongju, Daegu, Daejeon, and Gwangju from October 2021 to April 2022 by exploiting loopholes in the homeless youth charter loan system.



The government’s homeless youth charter loan is a system in which any citizen between the ages of 19 and 33 can get a loan, and the maximum loan amount is 100 million won.



Mr. A planned the crime based on the fact that commercial banks easily lend money through the youth charter loan system only by reviewing documents.



Then, 31 loan brokers were appointed as general managers, managers, and mediators in each region of the country, and 'non-capital gap investors' who wanted to sell houses through social networking services (SNS) were recruited.



Afterwards, it was investigated that they bought 83 houses for free from non-capital gap investors on the condition that they pay the jeonse deposit instead, wrote a jeonse contract using false tenants recruited in advance, and applied for a homeless youth jeonse loan to receive the loan.



It is known that the realtors who wrote the charter contract received a fee of 200,000 to 400,000 won per case.



Most of the gang, including Mr. A, testified to the effect that they admitted to the charges, but many of the realtors are said to have denied the charges.



In fact, the loans that the government has repaid instead of their crimes currently amount to 2.2 billion won.



The police are expanding their investigation, believing that there may have been additional crimes that have not yet been revealed.



In addition, they notified the bank of their crimes and stopped paying 4.2 billion won in loans scheduled for charter loans.



A police official said, "They acted as a point organization and were investigated for committing crimes in various parts of the country."
