Three days before the Itaewon disaster, a member of the Yongsan Police Station's Information Division prepares a preliminary report.



A large crowd is expected in the alleys of Itaewon and there are concerns about danger.



It also reports that it will manage crowds on site on the day and make career requests in case of danger.



However, the information manager who received the report said, "Who told you to write this report?" and "Halloween is just like Christmas, what does an intelligence officer have to do in such a place?"



Rather, it is stated that the manager ordered, "It's the weekend and we have to respond with all our might to the assembly," and "Only upload the materials and come to the assembly."



In the end, according to this order, not a single intelligence officer was deployed in Itaewon on the day of the disaster, and they were focused only on the assembly site near the Yongsan Presidential Office.



It also contains the fact that the Yongsan-seo Information Division reported three preliminary reports on Halloween safety at the direction of the Seoul Metropolitan Police Agency's Information Department from the end of September, a month before the disaster.



However, the prosecution pointed out that the head of the intelligence department of the Seoul Metropolitan Government did not take any action, and after the disaster, he was only concerned with avoiding responsibility.
