The Seoul Metropolitan Government finalized the '2040 Seoul Urban Basic Plan' with these contents and announced it today (5th).



The Seoul Urban Master Plan is the top-level spatial plan that serves as a guideline for various urban plans to be promoted by the city.



It is usually established every 5 years according to the National Territory Planning Act.



This plan aims to break away from the existing rigid and uniform urban planning regulations and transform it into a flexible urban planning system that can accommodate a variety of future cities.



Accordingly, the 35-story height limit for residential buildings, which had been applied as a uniform and absolute standard, was abolished, and the skyline was managed in consideration of local conditions.



In 2013, when Park Won-soon was the former mayor of Seoul, Seoul prepared the 'Seoul City Skyline Management Principles' and began limiting the height of residential buildings in the third-class general residential area to 35 stories or less.



This principle was also reflected in the '2030 Seoul Basic Plan', which was confirmed in 2014.



As the 2040 basic plan was finalized and announced, the height regulation on the 35th floor was lifted after 9 years.



As the height restriction is removed, more diverse design plans can come from apartment complexes that will promote maintenance projects in the future.



Since the total floor area and floor area ratio remain unchanged, the city expects that the buildings will be placed at intervals to create a view axis (a space to secure the right to view) and create a colorful landscape.



In the 2040 Basic Plan, the city presented 'Seoul as a good place to live, Seoul for everyone in the world' as the future vision of Seoul for the next 20 years, and established 7 goals, strategic plans for each sector, space plan, and regional plan to realize this. It is.

Pedestrian daily life zone is a concept that breaks down the boundaries of spaces such as residence and work in line with changes in lifestyle.



The city's plan is to completely reorganize the residential space to create a space where you can enjoy housing, work, and leisure all within 30 minutes on foot.



The city presented 'Beyond Zoning' as a future urban management paradigm.



Beyond zoning refers to a flexible operation and management system that promotes convergence and complex land use in consideration of regional characteristics while maintaining the purpose of designation for each area of ​​use.



The city explained that once Beyond zoning is introduced, flexible and complex development will be possible without being bound by the use of the land, such as residential, business, commercial, or leisure.



The city plans to create a multi-functional complex area tailored to the regional characteristics by lowering the barriers to changing the use area and making the most of systems such as the minimum area for site regulation.



In addition, we decided to cooperate with the central government to prepare a new use zoning system that captures the image of future urban space, and to hold public discussions with various subjects such as academics, experts, and residents.



The city has been preparing for the 2040 master plan since 2019, and announced the main contents in March last year.



Afterwards, after public hearings, consultations with related organizations, and listening to the opinions of the city council, the court process was completed with the city planning committee deliberation in November.



With today's announcement, all procedures have been completed.
