On the day of the Itaewon disaster, the time when the Ministry of Public Administration and Security told Seoul and Yongsan-gu to send disaster messages was 10:53 p.m.



However, it was about an hour later when the Seoul Metropolitan Government sent the first disaster text message, and Yongsan-gu passed the day altogether.



In the event of a disaster, the 'Send within 20 minutes' Haran Ministry of Public Administration and Security training guidelines were not followed.



The Seoul Metropolitan Government blamed Yongsan-gu, saying that 'disaster text messages' must be sent from the relevant autonomous district.



Local governments are supposed to send text messages only for disasters that span two or more autonomous districts, but when Yongsan-gu did not answer the phone and the response was delayed, the Seoul Metropolitan Government sent the text message directly.



An investigation is currently underway on the delayed sending of disaster messages in Yongsan-gu, but it seems that they were unable to properly respond to the nighttime disaster situation.



In front-line district offices, including Yongsan-gu, many employees who are unfamiliar with disaster work are also put on the night watch.
