Park Byeong-hwa, who was arrested and sentenced to 15 years in prison for raping 10 women in their 20s by breaking into villas in Gwonseon-gu and Yeongtong-gu, Suwon-si for 5 years from 2002.

Park Byeong-hwa, who was called 'Suwon Balbali' and caused an outrage, will be released from prison on the 31st.

While her residence has not been confirmed after her release, there are speculations that she will stay in Suwon based on the fact that she lived in Suwon at the time of the crime.

An official from the Ministry of Justice said, "After being released from prison, the prisoner can choose her own place of residence."

The community is protesting all at once.

The city of Suwon is considering a plan to block Park Byeong-hwa's entry into the city if her residence is confirmed as Suwon.

When it was announced that Kim Geun-sik, who had served 15 years in prison for sexually assaulting 11 minors, would stay at a facility affiliated with the Ministry of Justice in Uijeongbu after being released from prison, the city of Uijeongbu issued an emergency administrative order to block traffic on the road in front of the facility.

Kim Geun-sik was re-arrested for another sex crime a day before her release, and admission to the Uijeongbu facility was not made.

Suwon City is known to be in the process of reviewing related laws to see if it can issue the same administrative order as Uijeongbu City.

In addition, it is reported that additional measures are being prepared, such as installing additional patrol posts and CCTV in case Park Byung-hwa resides in the building.
